Kathmandu, Nov 24: President Dr Ram Baran Yadav
and UCPN (Maoist) Chairman Pushpa Kamal Dahal 'Prachanda' held talks regarding
the latest political situation developed after the President's call to form a
national unity government within a week.
President
Dr Yadav on Friday had called on the political parties to recommend an
appropriate proposal by November 29 for the selection of the Prime Minister
based on political consensus and for the formation of a Council of Ministers
under that person's chairmanship as per the Article 38 (1) of the Interim
Constitution of Nepal, 2007, taking into consideration the spirit of the
constitution.
During
the meeting held at the Office of the President, the President said that he
called on the parties to make an environment conducive for consensus, Dahal
quoted the President as saying.
"I
drew attention of the President as yesterday's call to form the national unity
government has raised doubts that the President could take an executive power.
The President said executive power lies in the government and such call was
made only for consensus," Dahal told reporters after the meeting.
However,
the President said he made such call aiming to forge consensus among the
parties, according to Dahal.
Dahal
said that the two shared the same opinion to hold elections by mid May, 2013,
by brining all political parties together.
During
the meeting, the UCPN (Maoist) said he also questioned the constitutionality of
the President's call to form the national consensus government.
However,
President Dr Yadav has assured Dahal that he would not take any step sans
political parties' consensus. The coalition parties have termed the President's
step as unconstitutional while the opponents have hailed it as positive one.
