Kathmandu,
Nov. 23: President Dr Ram Baran Yadav has called on the political parties to
recommend an appropriate proposal by 4 p.m., November 29, Thursday for the
selection of the Prime Minister based on political consensus and for the
constitution of a Council of Ministers under that person's chairmanship as per
the Article 38 (1) of the Interim Constitution of Nepal, 2007, taking into
consideration the spirit of the constitution.
This
call has been made realizing the constitutional responsibility as per the
Article 36 (A) of the Interim Constitution since the way out to the political
and constitutional crises could not be had and the Prime Minister could not be
chosen ever since the dissolution of the Constituent Assembly until now,
despite holding discussions and making continuous efforts for political
consensus, the Office of the President stated in a press communiqué today.
It
is also stated in the press communiqué that information had been given on May
29, 2012 that with the conclusion on May 27, 2012 of the term of the
Constituent Assembly that commenced from May 28, 2008 and the
Legislature-Parliament also ceasing to exist with this, the same Council of
Ministers existing at that time would continue to carry out the functions until
another Council of Ministers was constituted as per Article 38 (9) of the
Interim Constitution.
The
communiqué also maintains that discussions had been held individually and in
groups from time to time with the government, the leaders of the political
parties and representatives, keeping in mind the Supreme Court verdict in
connection with giving a way out by drafting a new constitution from the
Constituent Assembly as per the aspirations of the people thereby ending the
political and constitutional crises existing in the country.
This
call had to be made since political and constitutional way out could not be had
by forging political consensus although continuous efforts had been made for
political consensus since the dissolution of the Constituent Assembly until the
present, the communiqué states.
